Phillip McHugh is a dedicated public safety and security professional with a proven track record of innovative leadership across diverse government, private sector, and non-profit roles. Currently, McHugh is an Emergency Manager with Cleveland Clinic, the No. 2-ranked hospital system in the world. He is also a small business owner, providing concierge consulting services to diverse clients throughout the United States. Previously, McHugh served as Senior Advisor for Public Safety in the City of Cleveland, Ohio, where he advised the Mayor and Safety Director and provided executive leadership for the Divisions of Police, Fire, EMS, and Emergency Management. McHugh served the Washington, DC community for nearly 17 years as a member of the Metropolitan Police Department. Rising through the ranks, he held significant tactical and strategic leadership roles, including Chief of Staff to the Patrol Chief, where he developed and implemented citywide crime reduction strategies. McHugh also served as a patrol area and special mission unit commander, homicide detective, labor representative, and assistant to the chief of police. McHugh is a Certified Protection Professional (CPP) and Certified Healthcare Emergency Professional (CHEP). He holds a master's degree from the American University School of Public Affairs, a Certificate in Public Sector Leadership from Cornell University, and Google's Project Management Professional Certificate.
