About Preston Ursini

I’m Preston Louis Ursini: founder, builder, software developer, and telecom reformer working to bring Tier 1-grade connectivity and competition to Western Kentucky and Southern Illinois. As CEO of Quad State Internet, I’ve led the deployment of fiber-optic infrastructure across two states, breaking through de facto monopolies and opening up markets long underserved by incumbents. Our network delivers symmetrical, low-latency bandwidth to homes, businesses, data centers, and public agencies, with inter-city transport designed for performance and reliability. But infrastructure alone isn’t enough. Much of my work involves advocating for fair and open access to utility poles, conduits, and rights-of-way. From filing formal regulatory comments with the Kentucky Public Service Commission to testifying at hearings, I’ve worked to expose and correct anti-competitive behavior by municipal utilities and legacy telcos. We’re helping reshape the legal and regulatory landscape to support faster, cheaper broadband deployment for everyone; not just the biggest players. On the software side, I’m the President of The Fire Horn, Inc. a company focused on designing critical alerting and infrastructure systems used by public safety and enterprise networks. I personally write code, design architecture, and build custom applications; often blending SDN concepts, GIS, and embedded hardware to solve problems others ignore. Whether it’s automated provisioning, dynamic route selection, or real-time infrastructure mapping, I build tools that drive speed, clarity, and scale. I also serve as the Executive Director of the Paducah Internet Exchange (PIE), one of the most up and coming regional IXPs in the Central U.S. PIE allows ISPs, schools, governments, and cloud providers to interconnect directly, improving performance, reducing costs, and strengthening local autonomy.
