Mr. Silva exclusively manages NV5’s safety management system, the corporate radiation safety program along with the corporate fleet with over 500 vehicles, 10 aircraft and 6 marine vessels. Mr. Silva is responsible for tracking all lagging and leading HSE indicators, maintaining all safety and environmental records and ensuring continual improvement initiatives across the 5 verticals of the organization. Mr. Silva manages all Commercial Auto Claims and Workers’ Compensation claims including reporting claims with the insurance broker, insurance carrier, participating in monthly claim reviews, settlement negotiations, recommending loss control strategies to the General Counsel, ensuring risk compliance program conformance to applicable laws and regulations, preparing required reports loss run reports, and monitoring and evaluating the program activities to ensure the delivery of quality and timely services to injured employees. Mr. Silva completes all serious injury root cause analysis reports and coordinates the final review with the executive team and top management. As a QHSE specialist, additional responsibilities include the setting of realistically achievable safety goals and initiatives, compliance with all regulatory federal, state, local and client requirements, development and implementation of business continuity plans, COVID-19 safety protocols, emergency action plans, quality management, safety compliance auditing, supervisor safety training, respirator fit testing, safety orientation training, safety equipment purchasing, medical surveillance tracking, development of Lock-out Tag-out (LOTO) programs, fall protection plans, site safety plans, emergency evacuation plans and ISO quality, safety and environmental management system training programs via customized learning management system (LMS) which he customized for the company’s need. Mr. Silva actively manages over a dozen accounts on third party safety verification websites like ISNetworld and Avetta maintaining an A-rating or Green status for top rated gas and energy clients. Mr. Silva developed and actively manages the NV5 Safety Store – a dedicated website for all employees to obtain company approved and logoed personal protective equipment (PPE) and apparel at no cost to them. On a quarterly basis Mr. Silva along with the corporate counsel, deliver web based and in person risk management training sessions to future leaders as well as existing key members of the organization – executives, top management, project managers and supervisors.
