About Rainer Koelle

I joined EUROCONTROL, Brussels, in April 2005 as a ATM Security Expert. In autumn 2012, I transferred to the Performance Review Unit. Throughout my complete career I have been working in aviation and air traffic management, both in the military and civil environment. Prior to joining EUROCONTROL, I served as a career officer in the German Air Force. My 18 years service experience in these fields includes secondments to different organisations. I completed a part-time PhD project programme with Lancaster University, Aviation Security Group (Prof. Garik Markarian) in December 2012. My PhD project was concerned with time-critical decision making in Aviation Security (situation/crisis management, incident management). My personal research focus is on time-critical decision making in aviation security, decision making under uncertainty and real-time threat assessment, high-level and distributed information fusion/communication systems and shared situation awareness/network centric operations. I further have a strong background in cognitive system engineering, resilience and security, complex adaptive systems and multi-agent systems. Another research thread revolves around applying these concepts within the domain of ATM performance and in combination with data science. In 2011, I co-authored a book on aviation security engineering and am currently working on turning lecture notes into another book. Specialties- strong knowledge about air transportation/aviation in general and air traffic control/management (in all areas; from front-line operations through management experience)- strategy development, analysis and conceptual modelling - intercultural management - security management systems and security risk management - in-depth knowledge of Aviation Security in general and ATM and Airspace Security - operational performance management in air transportation / ATM
