About Rambir Mann

With a 37-year career in the Indian Army, culminating as Major General, I have served in conflict situations in India and Africa. I bring proven expertise in strategic planning, defence procurement, and organizational transformation. With hands-on experience in defence procurement and policy, I initiated key policy like the original Make Procedure, revised the Defence Procurement Procedure and Offset Policy, and managed defence-industry interfaces. I have steered high-stakes defence projects (e.g, Tactical Communication Systems, SPIKE ATGM trials), driven indigenous production and shaped policy. Currently, I serve as a MOD-appointed consultant with the Department of Defence Production on Technology & Offsets, backed by a Doctorate from IIT Delhi. My diplomatic tenure with the United Nations and liaison to successfully coordinate multinational initiatives with France and the UK deepened my understanding of global defence dynamics. I have led complex military operations comprising over soldiers and 2500 pieces of equipment, spearheaded flood relief in Hyderabad (2016) and restored law and order during the Ram Rahim agitation (2017)- leadership in crisis is my forte. I have a proven record in inspiring and managing teams to achieve organizational goals. By energizing the National Cadet Corps in Punjab, Haryana, Himachal Pradesh, and Chandigarh, I helped youth realize their potential, winning the covetted Prime Minister's Banner for the best performing NCC DIrectorate for two years, leading to my present appointment as Director General, Centre for Training and Employment of Punjab Youth by the Punjab Government. I now consult independently on national security strategy, defence technology and Industry and policy. Besides mentoring, I also contribute to think tanks and international forums. Looking ahead, I am eager to leverage my expertise in board appointments, university leadership, advisory roles, or part-time consulting with think tanks, in the defence sector, and in youth empowerment.
