Project highlights Provided comprehensive business-technology liaison and strategy services to the City of Ottawa. Raoul's development of over 500 business process maps for Ottawa Public Health has allowed him to understand their evolving business needs. This, along with his communication skills and ability to foster collaboration among different City agencies, serves as the basis for him to shepherd the development and implementation of multiple solutions to meet the needs of OPH's Electronic Public Health Records System. Served multiple leadership roles to deliver and manage a COVID-19 case management and contact tracing solution for Ottawa Public Health as part of the City of Ottawa’s COVID-19 emergency response. Managed the largest digitization project and largest document disclosure project in Canadian history—the documentation of Indian Residential Schools—spanning more than five years, 5M documents, and a team of more than 250. Defined research priorities and developed a business case for a genomic initiative at Health Canada. Managed amphibian and reptile research and conservation at the American Museum of Natural History's Center for Biodiversity and Conservation. I remain an adjunct at the AMNH's Department of Vertebrate Zoology. Assessed the multiple effects of climate change upon the electricity generation and consumption of one of Canada’s most densely populated regions for Environment Canada’s Environmental Adaptation Research Group.
