About Richard Bolduc

As Mental Health & Well-Being Lead at the Ottawa Catholic School Board I am an integral member of the Special Education and Student Services (SESS) Leadership Team. I report to the Superintendent of SESS and collaborate with the department Principal as well as the Psychology, ABA, and Social Work Leads. I am a provincial Mental Health Leader with School Mental Health Ontario and advise/liaise/review best practices in this capacity. I review organizational wellness embedded within the Board’s MH Strategic & Improvement Plan. I support student/parent/staff engagement and consult/advise all departments on well-being practices across the OCSB. I oversee all Mental Health budgets allotted to our board. I collaborate with a range of stakeholders, including system portfolio leaders, Equity and Indigenous coordinators, school administrators, and community partners. I develop/write and review protocols as well as present to school board clinicians within the context of a community of care. I lead the board through a Multi Tiered System of Support (MTSS) process. I present to our schools (staff & administrators) while conducting needs assessments throughout our board communities. I am a registered Psychologist (Clinical, School, & Counselling Psychology) and a trained Criminologist. I have also practiced as an I/O Psychologist. I liaise with professionals in the community and clinically supervise psychology interns/staff and act as a Lead Counselling Psychology senior supervisor. I continue to develop my knowledge in Psychology, Positive Education, Leadership, Management, Administration, Deep Learning, and MH Law. I lead Violence Threat and Risk Assessments (VTRA) in our board and oversee Urgent Care/Crisis Intervention teams. I am a lead at the Ottawa Mental Health Coordinated Access table and Co-Lead the Regional Safe School and Cross Sectoral Committees. I have led, developed/written, and edited these board documents/protocols *(2021-2024) and (2024-2027) OCSB Mental Health, Addiction and Emotional Well-Being strategies,* 2025 Violence Threat and Risk Assessment (VTRA) Protocol,* Board Attendance Strategy,* Urgent Care Protocol,* Guidelines for Administrators Following the Death of a Student,* Guidelines for Administrators Following a Tragic Event,* Special Education Report in our Special Education and Student Services department. I am also an active Mental Health Reviewer/Consultant with School Mental Health Ontario and have participated in religious curriculum reviews of academic content (i.e, Blessed and Beloved - ICE)
