About Richard Goertz

I am currently a Director, Municipal Infrastructure at TYLin with over 30 years of experience in project management, design works and construction, including 4 years in heavy construction and 6 years on Design/Build and P3 Projects/Pursuits. I am a civil engineering graduate of the University of Waterloo, a Licensed Professional Engineer in Ontario (P.Eng.) and a Fellow of Engineers Canada (FEC). Past municipal projects, include the $90M Humber Pumping Station Facility and the $450M, 11km Tunnel, both part of the West Vaughan Sewage Servicing Project for York Region. Over the past several years, I also lead the design for Metrolinx RER projects to improve GO Service in the GTA, the preliminary design for the Eglinton Crosstown West Extension, the new South Boundary Road in Cambridge and the Dougall Ave Pedestrian Tunnel in Windsor. I have worked on several Alternative Delivery Pursuits including Toronto's Gardiner Expressway Rehabilitation Projects, Hamilton Biosolids Facility Bid Team, Hamilton LRT Prequalification Team, Finch West LRT Prequalification Team, Dominion Road Design-Build Project, Eglinton Crosstown LRT Bid Team, Niagara Tunnel Project as Design Mgr (tunnel completion) and Project Manager (site restoration and handover). In my career, I have owned several engineering businesses providing consulting engineering and project management services to both the public and private sectors. Relevant Highlights: • I was the Parsons-PM within the JV for Metrolinx projects under the Regional Express Rail (RER/GO Expansion) Program; • I provided design engineering support for the Hamilton Biosolids Facility Bid Team, and Hamilton LRT and Finch West LRT during the prequalification phase; • I provided engineering support for the traffic staging and transportation design during the development of the Eglinton Crosstown LRT bid phase; • I held the key roles of Design Mgr (during tunnel completion) and Proj. Mgr (during site restoration & handover to OPG) for the Niagara Tunnel Project • I liaised with the Owner’s Representative and External Agencies on the Niagara Tunnel Project • I have extensive Ontario-based experience across a broad range of municipal and private projects My background is quite diverse, which has given me challenging opportunities to provide engineering solutions for clients.
