Background
About Richard Hellman
Throughout my career in the New York City Police Department (NYPD), I have led complex investigations into criminal activity, both internally and within the public sphere. These include leading undercover operations into drug trafficking, investigations into financial fraud and Medicaid fraud, and sex crimes. The rapport I have built with District Attorneys and local government agencies has led to enhanced cooperation and ultimately, apprehending and convicting criminals. During my tenure, I implemented proactive measures to enhance operational excellence. In one role, I developed an Integrity Control Program that resolved hundreds of outstanding allegations against Traffic Agents within the statute of limitations. I turned around an under-performing Transportation Bureau's Investigations Unit that lacked adequate tracking of cases by recruiting Team Leaders and sergeants qualified to follow through on complex investigations, making the Unit more efficient. When I assumed supervision over Integrity Control Officers, I instituted procedures that enhance training, resulting in a better quality of their work product. My leadership style is focused on providing intensive training as well as motivating my teams to achieve professional excellence. I personally conduct training for law enforcement professionals, teaching them to conduct fact-based debriefings and to utilize appropriate interrogation techniques. When I assumed leadership over Internal Affairs, I was faced with the reluctance by officers who were drafted to serve in the department, which meant that they had to give up opportunities for overtime pay. I was able to motivate them to appreciate their value to our anti-corruption efforts, and am proud that my officers are considered to be valued assets to the NYPD.
