About Richard Kula

Mr. Kula brought decades of public administration experience to his new role with the Town of La Pointe on Madeline Island. This is a new career opportunity for Mr. Kula where he will work for the Town promoting and facilitating planning and development all across the Island. He is supporting the Town, property owners, as well as working with and coordinating with other government entities including County, State and Federal agencies. In his previous role with the FAA, for the last 10 years of his aviation career, he was the Manager for the Planning & Programming Branch in the Office of Airports for the Great Lakes Region at the FAA. He was based in the FAA's Airports Division Regional Office. He assisted FAA field offices in Chicago, Bismarck, Detroit, and Minneapolis on complex airport projects. His focus was on planning, environmental reviews, federal grant funding and compliance. His office awarded almost $10B in federal grant funding during his ten years supporting the development at approximately 635 airports across the upper Midwest. During his career in aviation, he was involved in developing unique solutions to complex airfield and airspace issues across the US and around the globe. In addition to Managing a great team in the Great Lake Region, he was involved in Airport Master Planning Studies, Airspace Studies, Benefit Cost Analyses, Environmental Assessments/Environmental Impact Statements, Terminal Gate Studies, SMGCS Studies and Weather Analyses to name a few. Representative Airport & Airspace project experience includes: Chicago O'Hare International Airport including the O'Hare Modernization Program. Chicago Midway International Airport Gary/Chicago International Airport including the extension of Runway 12/30. Detroit Metropolitan Wayne County Airport including the 4th parallel runway and the midfield terminal. Los Angeles International Airport. Philadelphia International Airport. Inchon International Airport (Seoul, Korea). Sydney (Kingsford-Smith) Airport. John F. Kennedy International Airport. LaGuardia Airport. Newark International Airport, and the replacement commercial service airport in Williston, North Dakota. Mr. Kula has also been a pilot since 1987 and holds a certified flight instructor certificate with an instrument instructor rating.
