About Rick Salcedo

I am a detective with the University of Central Florida Police Department. I specialize in investigating sex crimes that occur on campus. Prior to accepting a position with the UCFPD, I worked for the Orlando Police Department for 26 years. I was assigned to the Special Victims Unit for 17 years. I created the Orlando Police Department’s Special Victims Response Team (SVRT). The team consist of 32 volunteer patrol officers/first responders who respond to sex crimes and child abuse cases. I am a certified instructor with the Florida Department of Law Enforcement and considered a Subject Matter Expert in Sex Crimes Investigations. I teach the Advanced Sex Crimes Investigations, Child Sex Crimes Investigations and Hostage and Crisis Negotiations Courses at three law enforcement academies in Central Florida. I was also a Crisis/Hostage Negotiator for the Orlando Police Department for over 18 years. As a negotiator, I responded to several calls involving suicidal individuals and barricaded gunmen. He has successfully negotiated several situations without the loss of life. He was the lead negotiator at the Livingston Street incident and one of the negotiators who responded to the 2016 Pulse Massacre. I have presented the, “Crisis in Livingston Street” case study at the following conferences: 2017 Florida Association of Hostage Negotiators, 2018 Michigan Association of Hostage Negotiators, 2019 Indiana Crisis-Hostage Negotiators, Midwest Crisis Negotiators. Rocky Mountain Hostage Negotiators, 2021 California and Texas Association of Hostage Negotiators, the 2022 Western States Hostage Negotiators Association, Canada Hostage Negotiators in Calgary, 2023 Louisiana Association of Hostage Negotiators, Iowa Spring CNT, National Tactical Officers Association Conference, 2024 NYPD Annual Conference and the 2025 Ontario Hostage Negotiations Training Seminar. The case study involved a father holding his 4 children (ages ranging from 2-9) along with his blind brother hostage. The suspect was armed with two handguns and a military style bullet resistant vest. The Orlando Police SWAT and Crisis Negotiator were activated. I have presented two case studies involving sex crimes investigations."Old School vs. New School" with Detective Bianca Becker and "A.
