About Ritu Agarwal

As a seasoned professional with 20+ years of experience I bring extensive expertise to the forefront particularly in spearheading International Partnerships Technical Education and Vocational Training (TVET) and Global Workforce Mobility. In my current role I oversee operations in the South Asian market with a specific focus on India for Fourth Valley Concierge Corporation—a distinguished Japanese firm established in 2007 renowned for providing employment opportunities to foreign nationals in Japan. My current focus is on building meaningful connections and pathways for foreign talent particularly from India to work in Japan. This effort is geared towards fulfilling the demands of Japanese clients and support the Skill India Mission aspiring to contribute to the larger goal of making India the Skill Capital of the world. During my tenure at the National Skill Development Corporation (NSDC) an entity under the Government of India I played a pivotal role in steering TVET and International Collaborations. Notably I led the Indo-Japan G2G projects overseeing initiatives such as the Technical Intern Training Program (TITP) and Specified Skill Workers (SSW). This involved collaborating extensively with the governments and private sectors such as Japan International Training Cooperation Organization (JITCO) Organization for Technical Intern Training (OTIT) the Japan Foundation of India Embassies of both countries the Ministry of Labour Health and Welfare of Japan Japan International Cooperation Agency (JICA) the Ministry of Skill Development and Entrepreneurship and the Ministry of External Affairs of India Japanese language schools and Japanese employers. I also spearheaded the entire implementation of the Pradhan Mantri Kaushal Vikas Yojana (Prime Minister's Skill Development Scheme(PMKVY)) —a flagship initiative of the GoI aimed at skilling 10 million youth. I also provided direction to a multi-disciplinary team for designing developing and operating a training center accreditation IT platform to evaluate the quality and capacity of institutions. This resulted in centralized information for 15 000+ training centers on which GoI depended for their skill program implementation. I worked extensively with consulting firms like KMPG and E&Y who reported to me at NSDC. My diverse industry background and my hands-on experience in public policy frameworks and program management have provided profound insights into TVET-related counseling skilling assessment and employment aligning with government objectives and the private sector.
