About Rob Buchanan

Rob Buchanan is a strategic advisor and systems thinker with deep expertise in Medicaid policy, value-based care, and health system transformation. As a Principal at Health Management Associates, he leads cross-functional teams on projects involving health and payment policy, financial modeling, needs assessments, program evaluation, and delivery system reform. Rob partners with public agencies, hospitals, health plans, and mission-driven providers, including health centers, behavioral health organizations, and LTSS providers, to improve care for high-need populations. His work includes developing performance incentives, designing Models of Care for D-SNPs, supporting Medicaid waivers and federal financing strategies, and delivering technical assistance for Medicaid reentry initiatives. A former Budget Director for MassHealth and leader of systemwide quality initiatives at Mass General Brigham, Rob combines analytical rigor with practical execution. He is known for translating strategy into action through strong facilitation, stakeholder engagement, and clear communication. He holds a Master’s in Public Policy from Harvard’s Kennedy School of Government and a Bachelor’s degree from the University of Wisconsin–Madison.
