A seasoned international development professional, Robert Bodo is a highly accomplished international development leader with 29 years of experience driving governance, decentralization, and municipal finance reforms across Central Asia, Central and Eastern Europe, and the Caucasus. A six-time Chief of Party, he has successfully led USAID-funded programs, shaping policy reforms, public service delivery, and institutional capacity building in complex operational environments. With deep expertise in USAID protocols, policies, and procedures, his leadership has directly influenced governance reforms in Uzbekistan, Kyrgyzstan, Ukraine, Armenia, Georgia, Slovakia, and Yemen. Robert has a proven track record of delivering high-impact governance solutions, policy advisory, institutional capacity building, financial reform, and fostering public-private partnerships to drive impactful change including: • Transforming municipal finance in Kyrgyzstan—establishing Loan Guarantee Funds for 134 SMEs, designing One-Stop-Shops for tax collection, and spearheading the 2013 Loan Guarantee Law, which scaled into a major financial institution under the National Bank of Kyrgyzstan. • Advancing waste management in Georgia—designing municipal recycling systems, strengthening citizen participation, and improving service provider capacity. • Developing decentralized service delivery in Armenia—managing a program across 40 partner cities, implementing co-financing schemes for public services, and training municipal officials. • Enhancing local governance in Ukraine—developing and implementing fiscal decentralization strategies, improving municipal revenue generation, and advising on intergovernmental fiscal transfers to strengthen local autonomy. Robert holds a Master of Liberal Arts in Government from Harvard University. Fluent in English, Slovak, and Czech, he is also proficient in Russian and Ukrainian.
