About Robert D. Spencer

I have over 30 years of experience providing economic and financial consulting services to local and regional public agencies primarily in California. I formed Urban Economics in 2009 after building successful consulting practices at regional and national firms. My core area of expertise is the development of policies and programs to fund infrastructure and services that serve a community’s growth and revitalization. I have a deep understanding of the connections between land use and fiscal policies, and business and real estate markets. I also have specific expertise in climate adaptation funding and finance at the local, regional, and state level in California. For community service, I have an extensive history with my local K-12 education community in various elected, nonprofit, and philanthropic roles.
