Background

About Robert Duggan

I am a Second Officer / Navigation Officer with extensive, international seagoing experience combined with onshore experience as a Refinery Process Technician. I have a proven track record of helping to embed a high- performance, safety-focused culture, driving operational and technical excellence and improving processes to reduce risk and increase efficiency. In my most recent role as Refinery Process Technician with Irving Oil, notable achievements have included preparations for a statutory 5-year shutdown and acting swiftly to activate an emergency deluge system following an increase in refinery system temperatures. I was recently commended by an external paramedic for a ‘flawless’response as First Aider during a sitewide emergency drill. While serving as Navigation Officer in the Irish Naval Service, I transformed a vessel’s navigation department to establish visibility, embed accountability and ensure regulatory compliance, and trained two Officers Under Training (OUT’s), adopting a hands-on coaching style to encourage development of best-in-class watchkeeping skills. A collaborative marine professional with a commitment to continuous improvement, I pay meticulous attention to detail, and am able to appraise, interpret and adhere to regulatory requirements and adapt to changing situations and unexpected issues swiftly. I harness exceptional interpersonal skills and lead by example to motivate and inspire personnel to work to the best of their abilities, and to maintain that dedication and professionalism throughout the duration of a project or task.
