About Robert Hagerman

Educator with a passion to ensure all students have access to a high quality an equitable education. Committed to building strong and meaningful strategic partnerships between educators, local education agencies, and state agencies as well as community partners to build systems that engage and empower all stakeholders to own the necessary skills to drastically improve student outcomes. With over 24 years of combined experience in K-12 and higher education teaching and in the education management industry as an educator, policy maker, technical assistance provider, trainer, curriculum developer, and as a public speaker with proven results in building systems and fostering strategic partnerships resulting in state-wide policy changes impacting education in West Virginia. Experience in handling large federal, state, and private budgets and accounts as well as very adept at working with local, state, and federal policies and regulations.Currently in my role of Executive Director at the West Virginia Department of Education I am able to provide leadership and support to educators and policymakers on issues relating to educator quality, certification, professional preparation and accountability. Continuously striving to improve policy and processes through policy writing and analysis to meet the needs of all of our constituencies by developing system-wide models that are scalable and sustainable to meet the specific needs of students, educators, communities, and partners. I adhere to the continuous improvement model by regularly reviewing, monitoring, and analyzing data to design needed strategies. As a successful facilitator I am extremely comfortable working in diverse environments and I have worked in a variety of state and national projects in the areas of licensure, assessment, recruitment, retention and preparation of educators. In my role, I successfully lead my team in the conversion of a paper-based licensure system to an online and automated system that reduced the application process and approval time from weeks to same day of receipt.As a team leader I practice distributive leadership to encourage all members to take ownership of their work as well as be accountable for their contributions while providing opportunities for learning, growth and measurable success.
