About Robert Hanks

My career goal has been, and still is, a position in airport management, long a passion of mine. However, I have multiple tasks in critical government and nonprofit organizations, particularly needed in fighting COVID-19. I can best be described as a seasoned manager that held responsible positions in city, county, state, and federal government agencies in a variety of specialties and needs. I have an extensive background in legislative and grants analysis, application for funding, legislative research and review, grants research, regulatory monitoring, budget preparation and analysis, and contract administration. With our nation in crisis, I’m ready to provide my public service talent and experience through the CARES Act. I would further describe myself as an experienced local government chief executive and fiscal/budget officer and economic development manager. I have also coordinated "green" environmental retrofit projects on a Citywide scale. I also gained experience as fiscal and economic development advisor to the Lander County Airport Authority, and applied successfully for Airport Improvement Program (AIP) grants from the FAA for runway and taxiway improvements. I also negotiated contracts with fixed base operators, and monitored contracted runway, taxiway, and other airside improvements. In summary, my background, experience, and specialties consist of abilities that will result in successful transition to public sector management. My skills include: special revenue, enterprise, and fund and grant accounting; regulatory monitoring and program auditing; grant and contract automation; complex budget development and implementation; contract management, data processing, public finance, financial forecasting, and project design. I am adept in statistical analysis, strategic planning, supervision, utility accounting and management, and organization of small and large group training and workshops.
