About Roger Rand

Experienced Information Technology Manager with a proven track record in the government administration sector. Adept in Cross-functional Team Leadership, Team Building, Management, Writing, and Teamwork. I hold a Bachelor of Arts in English Language from the University of Notre Dame and an Associate’s degree in Computer Applications from Mt. Hood Community College. Currently, I serve as the Diversity, Equity, and Inclusion Committee Chair at Multnomah Circuit Court. I was elected to the National Association for Court Management (NACM) Board of Directors in 2021 and now hold the position of Vice President. Additionally, I am the Chair of the NACM CORE Committee and the Vice Chair of the Conference Development Committee. Additionally, I am also the NACM representative on the Global Advisory Committee, succeeding long-time member Kevin Bowling. In November 2024, I will celebrate my 30th year with the Multnomah Circuit Court. As a member of the court operations management team, I oversee several technology departments, including IT Desktop Support, IT Training and Data Analysis, IT Design and Development, and IT Specialized Services. The Multnomah Circuit Court, part of the Oregon Judicial Department, is the largest court in Oregon, with 56 Judicial Officers, over 350 staff, and six staffed locations, including the 17-story, 44-courtroom Central Courthouse in downtown Portland.
