The Federal agencies annually self-report improper payments totaling $125 Billion. A lack of strong internal controls fosters instances of fraud, waste and abuse which leads to inefficiency and integrity of financial systems. What is being done with the $125 Billion in improper payments? In my opinion, not enough is being done. Strengthening internal controls is not an option but is a necessity to ensure efficiency and minimize instances of fraud. Audits provide management with an independent appraisal of whether desired results and objectives are achieved efficiently, economically, and in accordance with prescribed laws, regulations, policies, and procedures. I focus resources on initiatives that pose serious challenges and risks for the operations, and report on instances of fraud, waste, and abuse to ensure the efficiency and integrity of the operations audited. To measure my audit performance, I reported on potential monetary benefits identified. For FY 2014, I led audits with recommendations having potential monetary benefits totaling $42 million. Comparing these to Audit Division’s costs resulted in a return on investment that exceeds $14 for each dollar invested.
