As a seasoned Contracting Officer/ Supervisor, I have vast experience in understanding, and utilizing regulations, policies and procedures to perform (1) acquisition planning,(2) market research, all pre-award requirements such as preparation of the solicitation (RFQ, RFP), writing and issuing the solicitation, heading up evaluations of all offers/proposals, selection of the awardee with associated documentation and all post-award actions of the awarded task order, purchase order, IDIQ or contract. I have in-depth knowledge of the FAR, DFARS, AFARS, GSAM/R are just some of the regulations I work with on a daily basis. I deal with acquisition policies and procedures on a daily basis whether they be GSA policies, Army policies, DoD policies and all procedures. Both as a Supervisor and Contracting Officer I have had to work collaboratively with many junior contract specialists, contract specialists and peers. My current role as a supervisor requires me to mentor, train and work closely with all my subordinate employees. I have experience being a team member on Integrated Project Teams with the D/Army. Some examples were contract matrix creation and Acquisition Checklists to be used on all procurements. Those IPTs consisted of senior, mid-level acquisition individuals and junior contract specialists. I have over fourteen (14) years’ experience writing and administering GSA task orders using FAR Part 8, against IDIQ, task order against GSA Multiple Award Schedules, DoD, D/Army, and GSA purchase orders and contracts utilizing FAR 12, and 13, 14 and 15 respectively. Some examples are as follows: O&M task orders for services for GSA buildings, professional engineering task order and delivery orders, IT task orders, delivery orders, requirements contracts, purchase orders and contracts. I have experience in doing A&E contracting, construction contracting, all service and supply contract to include IT services and supplies. My experience has been in performance based acquisitions to include firm fixed price, cost contracts, time and materials and labor hour contracts. I have done these to include hybrid type contracts consisting of both firm fixed price with cost and/or time and materials (labor hours). Contract/task order values I’ve worked with have gone up to $50-75 million.
