About Roula Attar

Ms. Roula Attar is the President of ECODIT. She previously served as the firm's Vice President for Business Development and Outreach and has led several successful IDIQ and project proposal efforts that directly contributed to ECODIT’s notable growth in recent years. Ms. Attar is a senior democracy and governance (DG) specialist with extensive experience in the Middle East and North Africa (MENA). She has more than 15 years of experience in program/project design, implementation, management, and evaluation in Washington, DC and developing country contexts, including as Chief of Party (COP) for USAID projects. A seasoned professional with extensive experience in electoral assistance, citizen participation, female empowerment and communications, Ms. Attar has deep experience and understanding of the important role that policy, media, and stakeholder engagement play in development. She is also attuned to donors' latest thinking and policy directives, particularly for integrated approaches to development. Ms. Attar brings a wealth of human and institutional capacity development (HICD) and management abilities to her work. Her hands-on, field-based experience, combined with her strong representational abilities and excellent communications skills, has made her a trusted partner to local stakeholders and donor organizations alike. Ms. Attar has managed projects funded by USAID, the Middle East Partnership Initiative (MEPI), the National Endowment for Democracy (NED), the European Commission (EC), the United Nations Development Programme (UNDP), the Danish Government, and the Canadian International Development Agency (CIDA), among others. She also led major successful proposals for contracts, grants, and cooperative agreements in the water, environment, energy, and DG sectors for non-profit and private sector firms.
