About Roy Brown

I am a seasoned utility executive with over 40 years of experience in both greenfield and brownfield nuclear construction projects as well as most recently full accountability for nuclear refurbishment projects in excess of $4B. I have worked both in the capacity of Owner as well as that of the EPC Contractor and bring the balanced experience of both sides of this project environment. I believe strongly in Public Private Partnerships/Integrated Project Delivery and strive to impart my knowledge and experience to achieve win win scenarios while ensure appropriate and timely monetized risk management remain a key and ever present tool in executing phase gated large scale projects. It is important to note that IPD is not a one size fits all, it needs to very much be tailored to the organizations involved, their culture and selection of personnel in the Owner and Contractor shops in order to succeed. My most recent work assignments with Modus Strategic Solutions have been primarily related to new Nuclear construction in Georgia where our team did a review of the Estimate to Complete for Votgle 3/4 on behalf of the Jackson Energy Authority, performed Organization reviews for SaskPower’s SMR project as well as their full Projects organization, Organization review for Energy Northwest’s new generation project in Washington, as well as support for their Part II application to the LPO, and lastly Nordion’s partnership with Ontario Power Generation to install Cobalt Harvesting equipment in the 4 Darlington reactors in Ontario. I also have worked directly with the Independent Electricity System Operator, through MZConsulting to perform cold body reviews of Bruce Power’s CD2 and CD3 estimates for the Major Component Replacement programs at the Bruce Power site in Ontario.
