About Roy Herrera

Roy Herrera is a founding partner of Herrera Arellano LLP, a litigation and government affairs firm with offices in Phoenix, AZ and Washington DC. In his practice, Roy advises candidates, elected officials, nonprofit organizations, political organizations, businesses, and labor organizations on regulatory, constitutional, campaign finance, and election issues. Representative matters include serving as counsel to U.S. Senator Mark Kelly, counsel to U.S. Senator Ruben Gallego, Arizona state counsel to the Biden and Harris presidential campaigns, and lead counsel to the Arizona Independent Redistricting Commission. In addition to political law, Roy advises clients on government affairs and public policy matters at the federal, state, and local levels. Furthermore, drawing upon his experience as a former federal prosecutor, Roy represents clients in government investigations, white collar criminal defense, and internal investigations matters. Prior to private practice, Roy served as an Assistant United States Attorney for the District of Arizona. As a federal prosecutor, Roy prosecuted drug trafficking, firearms, immigration, and white collar fraud cases. Before joining the Department of Justice, Roy served on the legislative staff of U.S. Congressman Ed Pastor in his Capitol Hill office. In that role, Roy focused on the passage of the Affordable Care Act and the Dodd-Frank Act, as well as appropriations matters. Roy was named as the 2023 and 2024 Best Capitol/Political Lawyer by the Arizona Capitol Times and a 2021 Leader of the Year in the Law by the Arizona Capitol Times.
