Safe oil transfer operations on Marine Oil Terminals via ship, tank-truck and barge and double banking (STS) operations. Ensure compliance with Federal Regulations; CFR 154, 155 and 156 California State Lands Commission regulations, OSPR regulations, • Knowledge of SIRE inspections including; Certification and Documentation on ships, cargo load / discharge planning, Safety Management, Pollution Prevention, housekeeping, cargo and ballast handling, Cargo Control Room functions, gauging and sampling, • On Terminals, Effectively monitor fire system inspections, tank seal inspections, VRU operation, terminal inspections, Pressure Relief Valves, pumps, valves and assist with the coordination of maintenance work Knowledge of mechanical loading arms, lifting equipment, manifold and supports, oil transfer hoses, inerting, COW, vapor control systems, bilge / drip pan containment, pumps, lighting, communication equipment and cathodic protection system on pipelines. Terminal operating limits and structural configurations of wharf dolphins, connections, and navigations aids. Documentation and reporting passing vessels.• On Ships, provide guidance to management on process safety ISM code on ships, MARPOL, SOLAS, Tanker Management and Self-Assessment and on terminals, including terminal layout, ship / shore interface, transfer operations, management of change, As per ISGOTT; general precautions for transfer of oil, exchange of information in port, entering and leaving port, precautions while at berth, cargo handling precautions.• Monitor condition of vessels to ensure operational excellence with respect to safe oil transfer and mooring operations. • Drills and Audits - Conduct drills on Marine Oil Terminals and tank-ships, for safety and environmental protection. Participate in table top drills (TT), Semi Annual Equipment Deployment Drills (SED), and security exercises.
