About Russ Cunningham

I'm a passionate, dedicated, and people-oriented urban planner committed to addressing the needs and aspirations of local communities. I have 25 years of experience in the urban planning field, with service in both the public and private sectors. I have an abiding interest in smart growth, conservation of natural and working lands, renewable energy and energy efficiency, climate adaptation, complete and green streets design concepts, social equity and environmental justice, community engagement strategies, and the principles of New Urbanism. I have developed a broad range of skills, literacies, and insights through my involvement in complex and multi-faceted projects. My background in language arts education and journalism has instilled in me a commitment to transparency, inclusivity, and effective communication. I have managed and supported the preparation of general plans, specific plans, vision plans, climate action plans, local coastal programs, hazard mitigation plans, airport land use compatibility plans, and zoning ordinance updates. I have also contributed to a variety of regional initiatives, include the Regional Housing Needs Assessment (RHNA), the San Diego North County Comprehensive Multimodal Corridors Plan, mobility hub prototypes, EV charging infrastructure deployment, shoreline management programs, and regional population and housing forecasts. I have received numerous commendations, including City of Oceanside Planner of the Year in 2010 and 2019. My leadership and support of a wide range of planning and implementation projects has been recognized by the San Diego Climate Collaborative, San Diego Housing Federation, the San Diego Section of the American Planning Association, Visit Oceanside, and other organizations. I am grateful to those who have mentored and supported me throughout my planning career, and I welcome opportunities to "pay it forward" by guiding and uplifting peers, direct reports, and those new to the planning profession.
