Background
About Rustam Paiman
I am a legal professional with over 13 years of experience advising legal institutions, drafting legislation, managing international legal programs, and promoting justice and transparency in Afghanistan, the United States, and Canada. My work demonstrates deep expertise in legal services, policy development, institutional integrity, financial and administrative support, as well as training and public service. Most recently, I served as Program Coordinator for Bard College’s Afghan Challenge Fund, a role that combined legal and operational leadership. In this position, I have drafted and negotiated over 55 contracts, facilitated grantee selection and oversight, and coordinated legal and administrative processes across Canada, the U.S, and the U.K. My responsibilities included ensuring contractual compliance, managing payments and expense logs, and preparing donor reports. Earlier in my career in Afghanistan, I held senior roles with the Anti-Corruption Monitoring and Evaluation Committee (MEC) and the Open Society Foundations. I co-drafted significant legislation, including the Afghan Penal Code and the Whistleblower Protection Act, and provided advice to government entities, judicial institutions, and legal education bodies. My work required high-level coordination with the President’s Office, United Nations agencies, and foreign embassies to promote legal transparency and systemic reform during politically complex periods. Legal Focus Areas- Legal assistance and administrative support - Legislative drafting and policy analysis - Contract law and compliance monitoring - Public interest litigation and advocacy - Legal program design and evaluation - International rule of law strategies In addition to my legal practice, I possess strong operational expertise. I have overseen contract lifecycles, processed payments, tracked expenses, and coordinated financial documentation for donor-funded projects. Using DocuSign, Adobe Pro, Salesforce, and the Microsoft Office Suite, I have streamlined workflows, digitized legal records, and ensured financial and regulatory compliance across multinational teams. Currently, I am based in Calgary, pursuing the Foreign Trained Lawyers Program at the University of Calgary to integrate into the Canadian legal system. With two LL.M. degrees and an LL.B, I am looking to join a law firm, nonprofit organization, or public sector institution where I can apply my legal insight, global experience, and strong sense of professional ethics.
