Background
About Ruthann Chadwick
I’m a CPPB-certified procurement professional with 7+ years of experience across public and private sector purchasing. I specialize in compliant procurement under Louisiana Title 38 and federal grant guidelines, including FEMA and Water Sector funding. At present, I lead citywide purchasing and contract administration. I’ve implemented multiple Tyler Enterprise ERP modules (Requisitions, P-Cards, Contracts, Vendor Management, AP), developed FEMA-compliant contract templates approved by GOHSEP, and authored the City’s first comprehensive procurement manual to support audits and policy enforcement. I manage sealed bids, RFP scoring, vendor compliance, contract review, and all the documentation needed to meet legal, financial, and grant requirements. I also provide training and procedural support to departments to help streamline procurement and ensure accountability. I’m always open to opportunities where I can bring structure, clarity, and long-term value to public sector operations.
