About Sandeep Dash

I am a policy advocate, researcher & practitioner in areas of Governance, Public Financial Management, Social Protection, Financial Inclusion, Urban management and Climate Change. I have over thirty years' experience in PFM, Budget, Fin-tech, Social Protection, Urban Planning, Infrastructure & Utilities, Municipal Governance and Capacity Building. In a career of 25 years as Civil Servant, I managed high executive jobs and complex responsibilities in multiple layers of government, e.g. federal (GoI- Finmin, Planning Commission), sub national (Odisha, Karnataka), ULB (SUDA, BBMP) and PSUs (OWSSB, Bangalore Metro). I had leading roles in design, pan India implementation of PFMS, DBT (millions of Aadhaar linked bank accounts), addressing last mile issues in subsidy administration, risk-based PEFA, Finmin's IT strategy, Budget management, preparation of Finance/ Appropriation Accounts, RBI integration of state Treasury Systems (TSA of 19 states) for real time cash management. I played key roles in drafting of Higher Education policy (RUSA), NSAP (social pensions), Central plan scheme (CSS) rationalisation, as well as financing & implementation of large infra Projects (Bangalore Master Plan, water- utility in Odisha, multi modal urban transport MRT, environment & solid waste management in India and Sri Lanka). While heading local government administration, I introduced many innovative practices in municipal finance, e.g. credit rating, muni-bonds, Property Tax modernisation through GIS, SAS and e-payment; managed techl-financial negotiations with multilateral agencies (WB, JICA), funding, and augmentation in revenues of Smart Cities (Varanasi, Lucknow, Karimnagar). As Team Leader - World Bank project, advised Government of Bihar in enhancing DBT readiness, effectiveness of state's DBT framework. As Consultant to World Bank, I have worked in areas of Social Protection & employment. I have also advised Taru/ TDIF in areas of PFM, climate and urban governance. A fellow of 'Lead India', I am passionate about finding lasting solutions to climate change issues, leadership, coping/ resilience of the vulnerable communities. An avid researcher in areas of development economics, gender, SP, sustainability, tech- adaptation and FI, I am pursuing a PhD in "Application of UBI to boost the poor's resilience to cope with disasters".
