About Sandra Chapman

Sandra M. Chapman is an attorney and founding member of Casey & Chapman, PLLC, and practices in various areas of litigation. She has experience in insurance defense, health care law, asbestos and toxic tort litigation, banking law, employment and education law, among others. Ms. Chapman served as a law clerk to the Hon. Richard Neely of the West Virginia Supreme Court of Appeals. She obtained her JD from West Virginia University College of Law, MA in Health Education from WVU and BA in Sociology and Cross-Cultural Studies from Hanover College, magna cum laude. Ms. Chapman has a Martindale Hubbell AV® rating from her legal and judicial peers for ethical standards and legal ability. A founding member of the West Virginia Council of School Attorneys, she served twice as president of the West Virginia Board of Education, serving a nine-year term on the Board by appointment by Governor Gaston Caperton. Ms. Chapman served on the Board of Directors of the West Virginia Secondary Schools Activities Commission and on the Visiting Committee of WVU College of Law. Ms. Chapman has served in various leadership positions for the West Virginia State Bar, and is a past president. Ms. Chapman is a member of the National Conference of Bar Presidents, served on its Executive Council, and is a member of the Southern Conference of Bar Presidents. She has served in the American Bar Association House of Delegates. West Virginia Governor Joe Manchin Ms. Chapman to the Independent Commission on Judicial Reform, which had Justice Sandra Day O'Connor as its Honorary Chair, and to the Governor’s Advisory Committee on Judicial Nominations. By appointment of Governor Earl Ray Tomblin she serves on the Board of Governors for West Liberty University and previously served as a Research Fellow for its Institute for Innovation in Education. She serves as president of the Board for the Wheeling Symphony Orchestra.
