Sandra M. Chapman is an attorney and founding member of Casey & Chapman, PLLC, and practices in various areas of litigation. Richard Neely of the West Virginia Supreme Court of Appeals. Ms. Chapman has served in various leadership positions for the West Virginia State Bar, and is a past president. Ms. Chapman is a member of the National Conference of Bar Presidents, served on its Executive Council, and is a member of the Southern Conference of Bar Presidents. She has served in the American Bar Association House of Delegates. West Virginia Governor Joe Manchin Ms. Chapman to the Independent Commission on Judicial Reform, which had Justice Sandra Day O'Connor as its Honorary Chair, and to the Governor’s Advisory Committee on Judicial Nominations. By appointment of Governor Earl Ray Tomblin she serves on the Board of Governors for West Liberty University and previously served as a Research Fellow for its Institute for Innovation in Education. She serves as president of the Board for the Wheeling Symphony Orchestra.
