About Sandra Pierce

I was awarded a Masters (MS) degree from the School of Engineering, University of Alaska Anchorage, in Engineering Science Management, May 2010. The MS I completed is project management based and my thesis for graduation, A Systematic Approach to Identifying Root Causes of Non-Compliance in Small Natural Gas Transmission Pipelines, is directly related to ensuring the safe transport of natural gas by identifying lessee compliance vulnerability to effectively manage pipeline systems. My Bachelor of Science degree from Washington State University in Natural Resource Science Management is policy based. The work experience I have gained as a Lease Compliance Specialist (LCS with SPCO has strengthened my understanding of the oil and gas industry, lease functions, lease compliance and the importance of establishing and maintaining relationships between the State of Alaska and Industry. Working as an LCS I manage multiple North Slope pipelines during each phase of construction, operations, maintenance and termination. I travel to the North Slope frequently between Nuiqsut (west) and Point Thomson (east), direct inspecting pipeline systems, rights-of-way (ROW), and operator and contractor performance of work as it relates to quality assurance and control commitments and AS38.35 lease commitments and requirements important to protecting the States resources. I initiate inspections and lead close-out and inspection results/recommendation meetings with field operators, their supervisors, various field personnel and vice presidents of oil and gas companies. I lead meetings with state and federal agencies on a regular basis. Since employed as an LCS I have improved and solidified relationship between The State Pipeline Coordinators Office (SPCO), Industry and Native Coorporations as well as solidified inter-agency relations as well as effectively maintaining SPCO - Industry relationships.
