About Scott Allen

As a retired Chief of Police with over 25 years of law enforcement experience, I’ve dedicated my career to fostering collaboration between public safety, public health, and community partners to address substance use, behavioral health, and social health challenges. I currently serve as Executive Director of Community Engagement at Cordata Healthcare Innovations, supporting innovative, data-driven solutions that enhance community safety and well-being across the country. My passion for helping individuals and communities impacted by substance use disorders has driven my leadership in developing co-responder models and deflection initiatives. I co-founded Plymouth County Outreach (PCO), a nationally recognized collaboration that earned the 2018 IACP Cisco Leadership in Community Policing Award. Previously, I served as Chief Operating Officer of O2SL & QRT National, expanding deflection efforts nationwide before the organization was acquired by Cordata in 2024. I actively share my expertise through national platforms, having presented at the White House ONDCP, BJA, SAMHSA, U.S-Canada Opioid Summit, and IACP conferences. Additionally, I am a Contributing Editor with the Journal for Community Safety and Well-Being and a published co-author in both the Journal and The Chief Magazine. Beyond my community engagement work, I am a Senior Adjunct Instructor in Criminal Justice at Curry College, teaching and mentoring future criminal justice professionals. I hold a B.S. in Physical Education from Plymouth State University and an M.S. in Criminal Justice Administration from Western New England University.
