About Scott Bartlett

With more than two decades of experience in advocacy, disability rights, and community leadership, I specialize in building systems that empower people to live with dignity, independence, and choice. Currently serving as an Advocacy Specialist at The Independence Center, I lead efforts to drive systems change at the local and state level. My work includes policy development, civic engagement, and mentoring peers in advocacy, all with a focus on creating accessible, equitable communities. I bring expertise in the Americans with Disabilities Act (ADA), the Rehabilitation Act, and the Fair Housing Act, as well as deep knowledge of the Independent Living movement. Previously, I spent 15 years as Lead Ombudsman with the Pikes Peak Area Council of Governments, where I worked across law enforcement, healthcare, and legal systems to uphold the rights and well-being of older adults. I’ve also held leadership roles in disability services, case management, and quality oversight for residential care programs. Along the way, I’ve had the honor of presenting at national conferences, training law enforcement under a DOJ elder abuse prevention grant and receiving the Howard Hinds National Leadership Award. I am also a board member of the Autism Society of Colorado, bringing my lived experience as an autistic professional into my advocacy work. My guiding values are inclusion, collaboration, and persistence. Whether I’m in the room with policymakers, supporting individuals in finding their voice, or shaping systemic reforms, my mission is simple: break down barriers and expand opportunities for people with disabilities.
