About Scott Bowling

I have over 33 years of experience working with nonprofits that serve people with developmental and other barriers to learning. I joined ECF in as President and CEO, where I was responsible for a complex nonprofit organization with a $28+ million operating budget, 15 service sites throughout Los Angeles County, 375 employees, a 23 member board of directors and the provision of service benefitting over children and adults with special needs and their family members annually. In December 9, 2022, I accepted an offer to continue my service to the I/DD community as the Vice President of Business Development at the Sunrise Group, serving states from Florida to Connecticut. I implemented a long-term strategic planning approach to management and achieving 85% of planned goals while serving ECF. Strategically designing new revenue streams helps to ensure sustainability; and substantially increasing enrollment and mission impact. I earned a Doctorate in Psychology from Ryokan College, an M.A. from Pepperdine University, and a B.S. in Psychology from Virginia Commonwealth University. I have served a variety of Boards, including the Culver City Chamber of Commerce, holding Chair and Past Chair leadership positions, AiP-LA, and in 2014, I was appointed by Governor Brown to the California Board of Behavioral Sciences, where I served until January 2017.
