With over four decades of experience in Security and Fire Protection, Scott is a nationally recognized expert in protecting critical infrastructure and advancing utility security practices. He currently serves as a Security Strategist at ESI Convergent, where he focuses on delivering advanced security solutions for utilities and critical infrastructure protection (CIP) across North America. Prior to joining ESI Convergent, Scott served as the Facility Security Officer (FSO) at Con Edison of New York, one of the largest and most complex utility companies in the United States. During his tenure, Scott transformed security operations through the deployment of advanced technologies and strategic leadership. He pioneered ConEd’s drone detection and mitigation program, launching one of the country’s earliest and most comprehensive efforts to monitor aerial threats over utility infrastructure. Among his key accomplishments: • Launched a drone detection program in 2015, generating over 10,750 alerts over ConEd’s Manhattan facilities and setting the standard for airspace security in urban utilities. • Integrated Dedrone sensors and Axis PTZ cameras into a centralized threat response platform, enabling autonomous detection, tracking, and classification of drone threats through AI and machine learning. • Led advocacy for legislative reform, championing expanded authority for critical infrastructure operators to defend against unauthorized drone activity. • Developed collaborative public-private partnerships and served as a speaker and consultant on drone threats, legislative readiness, and utility resilience.
