I have designed, built and consulted on many key systems for CDC. These include PHIN VADS, RCKMS, DCIPHER, OMS, Minimal Dataset for W.H.O, and many others. I hold a "Distinguished Service Award" from U.S. Department of Health and Human Services, from July 2004, and several other awards, including one from Northrop Grumman for developing RCKMS. I have developed, over many decades, code systems that are dynamically generated from complex metadata models and rules engines. RCKMS is one of these, a framework to capture the knowledge for a rules engine to work with. Another is OMS, referenced in the resume. This system dynamically generated over lines of code. This was done by linking a data modeling tool through its api. Much of that system to generate dynamic code, allowed the epidemiologist to dynamically create forms and seamlessly morph the data from the dynamic forms to a format SAS and other systems could capture seamlessly. One of the related systems was XForms which allowed the epidemiologist to dynamically create a questionnaire by ‘dragging’ a text box/button for functionality from a list of possible items to a form, then a complex metadata template model/rule system would interrogate the user for details about what section and other relations to the overall purpose of the form. This system seamlessly tagged the form elements to a large complex knowledge hierarchy, without the user having to know all the details of the knowledge management. There were a variety of broad templates that made this possible. This system was created before FHIR (hl7).
