About Shelley Vineyard

Shelley holds over 30 years of business operations experience. She spent 13 years in public education leading various business functions, specializing in the areas of public procurement, contract management, risk management, and policy development, and serving as a subject matter expert to trustees and executive leadership. She has experience in the management of the formal bid process, procurement and placement of property and casualty insurance for large-scale exposures, and process mapping and re-design. Shelley led teams through recovery during Hurricanes Ike (2008) and Harvey (2017) and is currently assisting clients with recovery efforts related to Hurricanes Florence and Michael (2018), Nashville Area Tornadoes, COVID-19 (2020), Winter Storm Uri (2021), Hurricane Ian (2022), and California Winter Storms, Flooding, Landslides, and Mudslides (2023). Having personally experienced the effects of catastrophic destruction as a public servant, Shelley is passionate about educating public procurement professionals in the areas of federal grant procurement and contracting strategies that lead to optimizing recovery funding for their agencies.
