Background
About Shipra Mishra
I am a public policy professional with a deep commitment to advancing equitable energy transition, environmental sustainability, and inclusive economic growth. I hold a Bachelor of Social Work and Law degree from Gujarat National Law University (India) and a Master of Public Administration from Cornell University, with a concentration in Energy and Environment Policy. My experience spans policymaking, regulatory research, and government relations across India and the United States. I served as the Assistant Private Secretary to Cabinet Minister Pralhad Joshi (currently the Minister for New and Renewable Energy), where I worked across the Ministries of Coal, Mines, and Parliamentary Affairs. In this role, I engaged with state and central governments, industry leaders, and regulatory agencies on key issues related to critical minerals, transparency in coal and mines auctions, sustainable mining, and energy security. At present, I work as a Policy Analyst for House Representative Drew Darby at the Texas House of Representatives, while staffing the House Energy Resources Committee. I supported key energy bills during the 89th Texas Legislative Session, related to grid reliability, transmission, battery decommissioning, and clean energy permitting. Throughout my academic and professional journey, I’ve focused on bridging the gap between technical research and real-world policymaking. I am passionate about applying my legal, policy, and research background to address the urgent global challenges of climate change, energy access, and sustainable development. I thrive in high-stakes, interdisciplinary environments and am always eager to learn, collaborate, and contribute to meaningful change.
