Simon provides incisive expert advice and management in complex, high-stakes issues in energy, infrastructure, utilities and public policy. He is notable for anticipating risks and opportunities from emerging developments, including technology, market and regulatory change. His strategic, economic and financial expertise, and thought leadership, have developed over 25 years of experience, including more than 20 years as a consultant. Major recent projects include the following. Developing 4 business cases contributing to the NSW electricity infrastructure roadmap. Leading a series of projects for Energy Policy WA on the redesign of the Western Australia wholesale market, including co-optimisation of energy and essential system services markets, generator performance standards and market power mitigation; advising the Energy Security Board on the design of a platform for the accelerated deployment of consumer energy resources. A series of projects for Create NSW on major culture infrastructure projects in Sydney. Modelling bidding of a large scale battery; a renewable energy hub, pricing of new infrastructure to support public electric vehicle charging. He offers an international perspective from projects in or relating to the Philippines, PNG, Singapore, China, Republic of Korea, Japan, Russia, South Africa, Pakistan, the UK and elsewhere; a Chinese born spouse; and experience as a junior foreign affairs officer for the New Zealand government. His experience spans a number of sectors including electricity and gas, aviation, infrastructure, postal services, cultural infrastructure, digital content and distribution, aviation, water, storm and waste infrastructure. Simon is a member of several expert consulting panels for governments and regulators. He has appeared before the Australian Competition and Consumer Commission in the context of an access pricing dispute. His expertise in regulation and electricity transmission was formally accepted by the Philippines Energy Regulatory Commission in public hearings on regulated electricity transmission prices. He has provided training and advice on electricity network economic regulation in Pakistan for USAID. In 2006 the West Australian government appointed Simon to the WA Gas Review Panel and in 2011 he was appointed to the WA Electricity Review Board. The Review Board functions are similar to the Australian Competition Tribunal.
