About Stefan Kulk

I am a legal professional with a strong background in AI regulation and policy, as well as European data protection law. As Senior Coordinating Advisor on AI at the Dutch Data Protection Authority, I shape our approach to supervising AI systems in the Netherlands and across Europe. I regularly speak at conferences, law firms, and professional forums about the responsible use of data and AI, and help organizations prepare for the AI Act. In my current role, I lead the development of strategies and guidance for the implementation of the EU AI Act, bridging policy, legal analysis, and practical supervision. I have also advised on other emerging European data laws - from the Digital Services Act to the Data Act - to help determine the DPA’s positions and guide the implementation of supervision. Previously, I was a Law and Technology associate professor at Utrecht University, where I designed and taught courses on privacy law, platform regulation and intellectual property.
