About Stefan Muller

Development Economist with more than 30 years of work experience, gained in academia, bi- & multilateral aid agencies and international financial institutions in Germany, Eastern Europe, the Caribbean, South America and Africa. Graduated from Free University of Berlin (FUB) in 1995 with a Master's degree in Economics (grade: 1.7). Worked at the FUB (1992-95), the German Technical Cooperation GTZ/GIZ (1996-97) and the European Commission (1997-2004), and joined the African Development Bank (AfDB) in 2004 as a Senior Country Economist. Promoted to Principal Country Economist in 2007, Chief Policy Economist in 2008, and to Lead Economist in 2012. In June 2018 appointed as Lead Country Program Coordinator in the AfDB’s Regional Vice President’s Office (current position). AREAS OF EXPERTISE / EXPERIENCE 1. Technical expertise in Macroeconomics, analysis, strategy, policy & reforms; Fiscal analysis, policy & reforms, public financial management & reforms; Public policy, good governance and public sector reform; Regional Integration & Trade. Policy dialogue and advisory services in the aforementioned areas of expertise to high-level policy makers. Economic and sector analytical work (flagship studies, policy papers, etc.). Preparation, implementation, monitoring & evaluation of country assistance/partnership strategies and regional integration strategies. Strategic planning and multi-year operational programming. Mainstreaming of cross-cutting themes, including gender, good governance, green growth and climate change. Project/program management, including lending and non-lending program development/ implementation and portfolio quality. Preparation and implementation of budget support programs and institutional capacity building projects. Monitoring and evaluation of development effectiveness of AfDB operations and strategies. Results-based management and quality assurance; development of international best-practice quality-at-entry, monitoring and evaluation tools and processes, incl. results-based logical frameworks, performance dashboards etc. for both operations and country/regional strategies. Development cooperation, building partnerships and work relations with governmental and non-governmental organizations, private sector, civil society, and development partners. Team leadership and management, coaching and guidance of economic and multi-sectoral country teams. Planning, coordination and implementation of complex corporate and strategic reforms and business processes.
