About Stephen Abbott

Steve is currently serving as the Fire Services Consultant for San Diego LAFCO, after completion of a 31+ year career with the North County Fire Protection District (NCFPD) as Fire Chief/CEO in 2021. He started with NCFPD in 1990 specifically to get in on the ground floor of the County's first alternate paramedic delivery system. Working his way through the ranks and becoming a Chief Officer in 2001, he has served in the primary capacities of Finance & Human Resources Chief, Fire Marshal, shift Battalion Chief, and Emergency Medical Services Chief. He was promoted to Fire Chief in 2015. During his tenure he was responsible for considerable organizational, operational, and financial restructuring, most notably creating greater efficiencies and strategic partnerships and expanding sources of revenue. Steve also served two terms on the Board of Directors for the Fallbrook Healthcare District from 2010 to 2018, serving 4 consecutive years as Board President, overseeing the repurposing of the former Fallbrook Hospital. Steve is an active member of the Fallbrook Village Rotary Club, serving two consecutive years as club President. In 2013 he was appointed to serve as the District 5 representative to the San Diego County Emergency Medical Services Committee (EMCC). Steve also served 7 years in the Planning Section of Southern California Incident Management Team 2, serving the last 2 years as the Planning Section Chief.
