About Stephen Gunter

I am an Industrial/Organizational psychologist with knowledge, skill, ability, and experience to serve as a lead, collaborator, and technical expert on areas related to the design, development, and validation of measurement methods (i.e, tests) within selection, certification, and diagnostic assessment frameworks. My technical expertise starts with broad-based concepts related to reliability, validity, and legal defensibility of these measurement methods and extends to classical test theory, item response theory, assessment engineering, and automated test assembly. In my career, I have conducted job analyses; developed multi-media situational judgment tests, work samples, technical knowledge tests, and structured interviews; served as a trusted advisor to customers; worked with customers to conduct item writing and standard setting workshops; led and conducted research for practical and academic issues; and written technical validation reports. A few of my roles and accomplishments include serving as a technical expert in the areas of reliability, validity, and legal defensibility for a large, Congressionally-mandated, high stakes skills certification program for the Veterans Benefits Administration; act as a lead of a psychometric team within the skills certification program; lead and conduct analyses within the classical test theory and item response theory framework; lead, conduct, and collaborate in research in the areas of automatic item generation (i.e, logistic test models, response process modeling, and response time modeling).
