Starting in October 2022, Stephen LeBlanc was named the U. S. Government Publishing Office’s (GPO) Chief of Staff. In this role, LeBlanc supports the Agency Director in carrying out GPO’s missions and meeting all Agency goals. In addition to his GPO-wide program and management responsibilities, LeBlanc manages the GPO’s Strategy, Communications and Congressional operations. He is also the Agency's liaison to the GPO’s Inspector General’s office. For the prior 15 years, LeBlanc served as the Managing Director of Security & Intelligent Documents (SID), the GPO business unit that generates over 350 million dollars in annual revenue as a leading provider of secure Federal credentials for many US Government agencies. SID offers other federal agencies the services of credential design, print, manufacture, personalization and delivery - all under secure government control, within secure government facilities and by security cleared government employees. LeBlanc joined GPO in 2005, as the SID Operations Manager. He led the GPO team that worked with the State Department to bring the US electronic passport from concept to reality. As of 2022, GPO has produced more than two hundred million electronic passports. Other credentials produced in LeBlanc's operations include the Trusted Traveler Card for Customs and Border Protection, the Medicare Benefit Card for beneficiaries in Puerto Rico, and credential badges for law enforcement officers. LeBlanc was previously Production Manager at GPO, overseeing three shifts of production staff engaged in printing the official journals of Government. In this position, he was responsible for over 900 employees, production plans, equipment, budgets, schedules, and deadlines. Prior to joining GPO, LeBlanc worked for the Washington Post, where he held the positions of Production Superintendent and the Manager for Packaging and Distribution. LeBlanc served as a helicopter pilot on active duty for 23 years in the U.S. Marine Corps, where he retired with the rank of Lieutenant Colonel. LeBlanc received a B.S. degree from Villanova University and went on to earn a Master's in National Strategic Studies from the U. S. Army War College and a M.B.A. from the University of Rochester Simon School of Business.
