Stephen Prophet is the newly named Officer of Sponsored Programs Administration at New England Aquarium, where his small office, situated near Boston’s Central Wharf, does an incredibly big job of administering the Aquarium’s external funding portfolio. Stephen’s office provides core services to Aquarium researchers, including both pre-award services and post-award administration with proficiency in the rules, regulations and policies of the sponsors, the federal government and the Aquarium. Such services include: secondary proposal review, assistance, and approval; review and verification of sponsor and agency requirements; drafting of subaward contracts and consulting agreements; contract acceptance and activation; subrecipient monitoring; award actions, export control, financial compliance support and reporting and ongoing technical support. Stephen possesses an enormous amount of energy and commitment to the work that he and his office team direct. “It’s no small feat for anyone to balance the programmatic and technical needs of exacting researchers with the robust compliance, legal, regulatory and fiduciary requirements under which cultural institutions like the Aquarium are mandated to operate”, says Stephen. “We mustn’t forget, that this funding we receive comes with lots of ‘strings’ attached”. “When steering the rocky shoals of federal compliance regulation, some days are perhaps a bit better than others. however, in the end, it always works out”, he adds. Stephen Prophet graduated from Bridgewater State College with a BA in Communications and worked for five years at the Westinghouse affiliate WBZ-AM radio station as a talk show producer before earning his Masters in Public Administration from the John F. Kennedy School of Government in Cambridge, MA in 1986.
