Director, Development Services with the Township of Langley leading all aspects of development in the fastest growing municipality in Metro Vancouver (Development Planning, Development Engineering and Green Infrastructure). Over fifteen years senior leadership experience, bringing strategic and visionary thinking combined with stellar execution. Registered professional planner with more than twenty years of experience in the design and development of new cities and the redevelopment of existing cities, downtowns, neighborhoods, streets, and green infrastructure. Stephen has also contributed to regional initiatives through involvement in the Metro Vancouver Regional Growth Strategy and South of Fraser Area Transit Plan. Stephen’s experience includes leading teams through structural change, organizational development and operations, strategic planning, financial oversight and building effective and efficient staff teams. Skilled at managing and completing projects on time and within budget, as well as building, managing and leading high-performance teams to achieve their goals. Prior to arriving in the Township of Langley, Stephen was the Manager, Development Services for the City of Coquitlam and the Director of Development Services with the City of White Rock where he led development and successfully managed White Rock’s Official Community Plan update. He has also held planning posts for the City of Surrey and in the private sector.
