About Stephen Watters

I am the National Manager of Urban Engineering, and have been with SMEC (including predecessor companies) for the last 28 years. I am a previous past president of the Association of Land Development Engineers (ALDE), which is an industry association representing consulting engineers in the land development sector. I am also a committee member of the UDIA Greenfields Development Committee, and a previous board member of the Victorian Civil Construction Industry Alliance (VCCIA). My experience includes the delivery of major residential land developments, including some of the largest and highest profile developments in Melbourne, including Caroline Springs. I have particular experience in the start up phases of projects, and can provide advice on the project feasibility, Precinct Structure Plans (PSPs) and Infrastructure Contribution Plans (ICPs). I work closely with the delivery team to ensure that civil design is undertaken in a timely and cost efficient manner, and can provide added value to projects by identifying potential costs savings to developments. I have extensive experience in negotiating with service authorities to ensure that essential services are delivered in a timely manner to allow development to commence. I have a MBA in Technology management, which complements my other qualifications (Civil Engineering degree and a diploma in computer studies).
