Experienced executive and strategist at the intersection of youth/adult education, mental health, and human services. Community journalism publisher, editor, and writer. Successful in innovating systems-level change and crisis intervention for diverse, multicultural populations at the district, state, tribal, federal, and international levels. As the Deputy Commissioner for the Child Development Division of Vermont’s Department for Children and Families, Steven achieved significant stability in the child care market by developing eight nationally-recognized child care grant programs with more than $45MM in CARES Act funding. As superintendent for geographically isolated schools on a Native American reservation, Steven increased the graduation rate, improved students’ college and career readiness, and reduced instances of youth self-harm and pregnancy. He has led intensive language training programs for federal agencies and taught in an urban high school. While working for the U.S. Department of State, Steven overcame language and cultural barriers to develop and facilitate a first of its kind week-long teacher training workshop in Taiwan for more than a dozen participants from Japan, Korea, China, and Taiwan. Steven serves on boards for his local community and has published numerous books and articles. He is proficient in several languages.
