About Steven Kosky

I am a commercially focused Chartered Town Planner, with 30 years experience in both the private and public sectors. I have been a private sector consultant for over 20 years and my objective is to secure best value for clients by providing practical and intuitive planning advice. I combine strong written and advocacy skills with a creative and commercially astute approach to planning strategy and negotiations with LPA's. I joined Turley as a Planning Director to open the Cambridge office in 2017 and I provide strategic planning advice and client representation for all scales of residential and mixed use development. Over the past 10 years I have promoted over homes in Cambridgeshire, Hertfordshire, Essex and Suffolk through emerging Local Plans, with some of these homes with current emerging draft allocations, confirmed allocations or outline permission. Approximately of these homes have confirmed allocations having previously been located in the Green Belt. I am also currently promoting a new garden settlement in Cambridgeshire. A further homes are awaiting determination through submitted speculative planning applications and appeals. I have extensive practical experience in development management and policy matters from the public sector phase of my career and considerable private sector experience in large site promotion and planning appeals, focusing on Public Inquiries and Local Plan Examinations. My main areas of expertise include strategic residential, employment, and renewable energy, including critical assessments of alternative sites. I am a competent, experienced professional planning witness and I regularly undertake S78 Inquiries in relation to larger-scale residential and mixed-use Appeals.
