About Stuart Buttlaire

Dr. Buttlaire has over 30 years of clinical and management experience providing leadership and direction in health care delivery in both the public and private sectors. Currently, at Kaiser Permanente he designs and oversees a broad continuum of services and programs for both inpatient, ambulatory, and emergency settings for mental health and addiction medicine. These programs treat adults, teens, and children with behavioral health conditions. He is the lead Mental Health Representative within Kaiser's State Program Initiatives including Medicaid and Medicare and is the designated Regional Director of Resource Management for Behavioral Health. Prior to joining Kaiser Permanente, Dr. Buttlaire was Program Manager of Acute Services, for Marin County Mental Health in Marin County, CA. Dr. Buttlaire currently serves on the California National Alliance of the Mentally Ill Board of Directors, is a member of California Hospital Association Behavioral Health Advisory Board and was selected to serve on the American Hospital Associations Regional Policy Board for the Western Section; serves on the California Advancing and Innovating Medi-Cal (CalAIM) Behavioral Health Steering Committee and Workgroups. Dr. Buttlaire leads the development of Best Practices at Kaiser. He has led major program redesigns including Psychiatric Integrated Urgent Services for mental health and SUD, Kaiser Permanente Post-Acute Center (SNF) BH Program, emergency room consultation and suicide prevention, multi-family groups in the tx of severe psychiatric conditions, and IOP programs for adults and youths. He developed two inpatient facilities for Kaiser, a Psychiatric Health Facility and Crisis Stabilization Unit at Kaiser Permanente Santa Clara Medical Center and a Medical/Psychiatric Inpatient Unit at Kaiser Fremont Medical Center. Dr. Buttlaire provides expertise and consultation on state and federal legislation. Dr. Buttlaire’s work in suicide prevention has led to his selection on SAMHSA and NIMH workgroup on strategies for managing suicidal behavior with mental health and substance abuse disorders. He serves on the State of California’s Workforce Commission Subgroup on Behavioral Health.He was selected by the National Qualify Forum (NQF) for its workgroup on program design for the Seriously Mentally Ill. March of 2019, Dr. Buttlaire was selected to the California Mental Health Oversight Accountably Commissions advisory workgroup on early interventions in psychosis. Dr. Buttlaire has a PhD in Clinical Psychology and MBA with an emphasis on Health Care.
